 HARLAN M. SCHAFIR - Chief Visionary Officer

Harlan Schafir is Chief Visionary Officer for ExactHire. ExactHire has developed an
exciting new process for hiring that focuses on Job Fit and the ability to gain additional
knowledge about candidates before they are hired. This process improves the quality of an
organization’s new hires, saves time and increases profitability. It truly is an innovative
practice in the hiring space. Previously, Harlan was the Founder and President of Professional
Staff Management from 1991-2006 and the COO of Fortune Diversified
Industries, a public company from 2003-2006. He has over 33 years of Human Resource
and Business Management experience with 15+ years of experience in the PEO industry.
Harlan received an Accounting degree with honors from the University of South Florida in 1974,
working first for Arthur Andersen & Co. in Tampa, Florida. In 1980, he accepted a position
with Cooper Industries in Houston, Texas and in 1984 he was transferred from Cooper's
corporate office to Belden Electronic Wire & Cable in Indiana.
While at Belden, Harlan was promoted several times and had a very positive impact on both
operating efficiencies and profitability. Ultimately, he was responsible for running a
significant part of Belden's manufacturing operations. His units were considered some of the
most profitable and productive in the company.
In 1991, he founded Professional Staff Management, one of the first PEOs in the state of
Indiana. Under his leadership, Professional Staff Management experienced double-digit
annual growth with offices in Richmond and Indianapolis, Indiana and was eventually sold to
Fortune Diversified Industries.
Harlan guided Professional Staff Management with the philosophy that serving and
protecting the interests of clients is the most important undertaking for the company. To that
end, he assembled a team of individuals to deliver the most complete PEO and HR services
in the Indiana marketplace. Following this philosophy helped Professional Staff Management
achieve annual client retention rates consistently above 90%.
Harlan Schafir is on the Board of Directors for the National Association of Professional
Employer Organizations (NAPEO) and has previously sat on several different Board of
Directors. Harlan is a member of CEO-Net, and the AICPA. He has been a speaker at
numerous national and local conventions and belongs to several local, state and federal
human resource and service organizations.

Jeff Hallam has over 19 years of experience in the human resources and insurance
industries. After graduating Cum Laude from Butler University with a degree in Business
Administration, Jeff began his career with Automatic Data Processing (ADP), the world’s
largest provider of payroll and tax filing outsourcing services. His initial experiences were
focused in the Implementation and Client Service departments, before moving on to the
Sales arena. While in sales, he was promoted 4 times in 6 years; ultimately to the position
of Sales Manager, where he was responsible for the hiring, training and performance of 10
Sales Representatives in Indianapolis and central Illinois. During his tenure at ADP, Jeff
qualified for the prestigious President’s Club four consecutive years and led his sales teams
to 40% increases in sales volume.
After leaving ADP, Jeff entered the PEO profession by joining an Indianapolis-based PEO.
While at that firm, he was instrumental in growing company revenues over 35% in just over
one year. He also worked closely with the owner to complete a merger with a large, national
PEO in the spring of 1997.
From June 1997 thru May of 2001, Jeff was employed with Professional Staff Management,
having involvement in both the sales and operations sides of the business. He played an
active role in the selection and implementation of a new, enterprise-wide computer hardware/
software system, the design and rollout of the company’s website, and the development of
marketing programs and sales methodology. In that time, he developed a sales force of five
and led the company to revenue growth of over 350%.
In May of 2001, Jeff Hallam and a partner founded an independent insurance agency
specializing in Long-Term Care planning for both executives and individuals. The firm grew
to be recognized as the one of the top producing agencies for their field in the Midwest. Jeff
and his partner merged the firm into a large Property Casualty / Health agency in late 2006.
After completing the merger, Jeff joined ExactHire as a partner.
Jeff resides in Fishers, IN with his wife, Barb, and their four children.

 JESSICA STEPHENSON, PHR - Director of Client Services

Jessica Stephenson joined ExactHire in January 2010 as the Director of Client Services. In
her role, she handles all new client implementations, as well as ongoing client support and
training. She is always looking for new and different ways to harness technology to enhance
communication and training processes for ExactHire clients.
Prior to joining ExactHire, Jessica spent over seven years with the CIK Enterprises family of
companies in Indianapolis, IN. During her tenure she held a variety of different roles within
the Tri-Auto Enterprises division such as Sales Consultant, Regional
Account Director, Marketing & Recruiting Director, Director of Client Services, and most
recently, in the parent company (CIK Enterprises) as Talent Services (HR) Director.
Because Jessica experienced CIK’s steep growth curve going from only six employees to
over ninety in a period of just five years, she has first-hand knowledge of how the integration
of affordable and relevant technology can play a crucial role in allowing a small- to mid-sized
business to grow successfully while keeping future scalability in mind.
While Jessica has experience in many aspects of the Human Resources field such as
compensation, policy development, job evaluation, and performance management, she
especially enjoys the disciplines of recruiting, HR technology and training. Her interest in
these latter three areas make her especially well-suited for helping ExactHire clients realize
the full potential of our solutions.
Jessica holds a Professional in Human Resources (PHR) certification, and is active in
the local IndySHRM chapter, currently serving as Director for the Workforce Readiness
Committee. She is also a member of the national organization of SHRM (Society for Human
Resource Management).
Jessica enjoys rooting for the Butler Bulldogs in Indianapolis and spending time with family
and friends. She graduated Cum Laude from Butler University with a B.S. in Marketing and a
minor in Spanish.
